    Honestly I don't think the Director is the problem, or at least the whole problem. Like any government agency the true problems are in the high level career bureaucrats that fall under the director. He could want to make a 180 degree change but until the people under him get on board the changes will never make it down to the institution, it will die with them.

    Yep, the director would have to have that old heart-to-heart with a lot of SES people: "My way, or the highway." And mean it. And follow through, by firing anyone who didn't get on board.

    Of course, that would mean dozens of SES, almost all of them with political connections, suddenly out of work and pissed off about it, so unless the AG and President had his back 100%, they'd soon get their jobs back and he'd lose his.
