BOP/AFGE announcement to change policy on gun lockers

Below is the E mail put out by AFGE and Sally port. Looks like they are changing before the law for once.

    There is also a video.....

Yesterday, I mentioned that an important message would be forthcoming in the Federal Bureau of Prisons. Today, I am proud to announce to our constituents that GUN LOCKERS are coming to a BOP facility near you. This means you will NOT have to wait until the legislation is passed in order to be able to store your personal weapons on BOP property, however everyone will have to exercise a little more patience until we work out the final details.

As a Council, we have worked on this issue extensively since 2013. It has been one of my highest priority as National President. Months after the assassination of our colleague Lieutenant Osvaldo Albarati in Guaynabo, PR on October 1, 2013, and within weeks of taking office, I requested with Council's consent, to bring Helen Andujar (wife of Albarati) and her family to the Washington DC Press Club. Helen joined us – with the Rivera and Williams' families – and we’ve never been apart since. Helen has lobbied on our behalf with other fallen family members. The results are multiple pieces of legislations pending in the Congress and two signed into law. Success has lead the families to create the “VOICES of J.O.E” an advocacy group for the safety of correctional workers, and the initials stand for Jose, Osvaldo and Eric. So, I would like to dedicate this to the Albarati family. Thanks to the Williams and Rivera family also.

At the press event Helen spoke. Click on link below to see her comments:

I will never forgot Helen's words that day: "Every federal worker hearing this, I pray to God his shield protects every single one of you in your line of duty and that no family goes through such indescribable pain."

Since 2013, our Council has updated more than 170 policies, deployed new technologies to combat the introduction of contraband, made protected stab-resistant vests available to staff, added #2 officer in high security prisons in housing units, implemented OC pepper spray to protect staff, procured puncture-resistant gloves for all staff in BOP, and this measure today – assisted to get BOP to allow gun lockers storage for our most valuable resource. So, today is another good day for all our staff. More important, it is only one of several more initiatives to come hopefully this year. In unity

I was really surprised to see this on SallyPort. I see the issue from both sides, but if we carry because of the threat of retaliation from our jobs... going to and from work is probably the MOST important time to carry.

I call this one a win.

Convenient timing because I just purchased a 9mm S&W shield for CC purposes. Sweet piece.

The no guns in the parking lot rule was the most broken rule in BOP followed by the no guns in staff housing. Total BS.

The main problem is several folks (and not so much senior execs as mid and front line supervisors are just as bad) dumb everything down to the lowest common denominator. Instead of diciplining those that screw the pooch everday.

Most BOP folks don't know about staff housing. The pre-WWII joints tend to have houses designated as "Warden's house", "AW's house", "Captain's house"...

The few line staff who lived in staff housing during my time at TEX paid lip service, but laughed it off in reality.

And just to clarify: it has never been illegal to bring a firearm onto the grounds of a BOP facility.

Ditto. It only becomes illegal when you take it into a building, owned or leased by a federal agency, where federal employees regularly perform their duties.

Which means that, in those prisons where you can enter the secure perimeter without having to go through a building in which federal employees regularly perform their duties, the BOP has, once again, dropped the ball. Too much cocktasting, too little hitting the books.

I should have specified I was referring it was against policy. I did state rule and not law, that's how rumors get started LOL. Seriously though I have never heard of anyone actually disciplined and several were found out by unrelated circumstances. They gave it back and nothing ever came of it but they use to like to articulate the "you can't have it on grounds policy" while at the same time have shooting events for CWW where staff brought their personal firearms to the range.

We had a case at LVN a few years ago. And then there was this one: WILEY v. DEPARTMENT OF JUSTICE | FindLaw

Being we have had two homicides in two days near businesses here in Victorville I would say screw the rules and carry anyway.
