Regular FERS is a decent defined benefit pension plan and that's what DON will give you. With regular FERS, you need to work until you're 62 to get the most out of it. Very little opportunity to advance with DON.
With BOP, you'll get the special LE FERS and you'll get 34% at 20 years and can retire at 50 with 20 or any age with 25. Much more opportunity to move up with the BOP especially if you are willing to move.

How does the 34% work? Is it 34% of your highest salary earned?
Looks like I will have to take the DON Police Officer job now. They rescinded my conditional offer due to the freeze.
The hiring freeze can't go on too long. The BOP has mandated staffing levels and a whole slew of people eligible to retire now and later this year. I would be shocked if this went on for more than 3 more months.
